power cycling resets the speed controller. If low speed is adequate for your humidor then yes. Or you can bypass the speed controller and plug.

Q: Product title says 102cfm, but description says 2x73.8cfm. Which is it? It’s not combined because that’d be 147.6cfm

The fans are distinct but not well shrouded from each other. I have experience with water turbines and this is much less dense but still fluid flow. My guess is that there is a small amount of interference between the fans, which degrades performance.
