Yes there is no sheath, do these pliers stay naturally open because of the springs or can they be locked shut?

They stay open. I put them in a pocket for pliers on my tackle bag, held in place with Velcro strap.

Do they cut braided line?

I've never tried i have scissors for braid. but the cutter doesn't seem all that strong

no clue im going to guess china but rest assured they are high quality.
