Will this fit a newborn? First weeks of life?

My grand daughter wore it when she was about 8.5-10lbs. It seemed more like a 0-3 months. size. It was definitely too small after 3 months. It is really adorable!!!

How true to size is this? I was wanting to get this for my daughter for her 3 month pictures next week. She was 11 lbs at her 2 month check up.
