Q: Not sure what the side loops on the briefcase are called to connect the shoulder straps however is the two side loops made out of metal or plastic?

I am not certain of the material but it is sturdy, if I were to guess, I would suspect a composite material; a magnet does not stick do I know it’s not metal. I hope this helps.

Q: Does this bag from Amazon come with the "detachable cord pouch" as described in the features for the same bag on the Samsonite website?

Yes it did come with a separate vinyl case to hold the cord(s) from a laptop or other device. I will add that this case can’t stand up on its own; you need to lean it against something or just let it lay on its side. If wanting a case with a stable base, look for something else.
