Is this used for kombucha fermenting

I've not made kombucha, but I don't believe it is intended for that. I've used it only for cultured vegetables and kefir.

I would like to use this with frementing vegetables so would like to have it stay fresh and active for a while. Can you refrigerate this mixture?

The information on the jar doesn't say to, or not to, refrigerate it. Personally, I don't refrigerate PREbiotics, which is what this is. But I do refrigerate PRObiotics, which are often referred to as cultures. By the way, this company makes both. If you're still unsure, you can always contact the company at 1-855-528-1560.

Can you use this product with water kefir grains?

I would assume that you can, because you can literally put this in/on just about anything you eat to boost the prebiotic fiber content.
