Is this a hydraulic mix?

I doubt it but it still needs to remain damp for 24 hours or so to come to full strength. I did not use it in constant contact with water, so not sure.

Can I use this to make mosaic stepping stones? thanks!

Not sure, used the Quikrete as a mortar between bricks.
