It does come with it but no tape included.

Q: Why don’t these (all brands) have blade replacements for when it get dull and stops cutting nicely?

Including the tape roll, the tearing blade is the tallest part at slightly less than 2-1/2" (65mm). Mine fits inside a 2-12" deep drawer.

Q: will it fit a Scotch C38 dispenser?

Just happen to have it next to me at my desk, on the bottom it says it is a C-38 tape dispenser.
