Is this the transformer i need to replace the one in my power supply which converts 120v. ac to 13.8 v. dc and 3 amps?

This transformer is rated at 500 mA, it will not work in an application rated at 3,000 mA (3 amps).

What is the impedance of both the primary and secondary? Might try to use in a specific audio application.

The impedance is a function of frequency so I can't really provide that. However, the measured DC resistance of the primary is 32.2 ohms and the inductance is 0.95 H - the secondary measured 3.22 ohms and 15.3 mH. Hope that helps. I have used this transformer in an audio application and its output varies considerably with frequency.

Can I use it for a hot wire styrofoam slicer

With only 1/2 an amp, not really.

Is this what I need to connect power from my electric source to a single led light?

Not enough info to answer completely, but if the LEDs are 12 volt DC, then this outputs 12 volt AC. So you would need a full bridge rectifier to change from AC to DC, capacitors to smooth out the voltage coming from the rectifier, and resistors on the LED to protect it from surges. Not trying to scare you from trying, or make it over complicated, it is a fairly simple circuit. Do some research about "voltage rectifiers, and changing voltage from AC to DC". Good luck! NOTE: Many LEDs are 3 volt and 5 volt. So make sure you are working with 12 volt LEDs.
