It slides less on carpet, but still slides a bit. Its part of the fun.

Would a 9 lb cat fit in this?

Yes but sticking out at both ends. It is more for kittens. It’s is very light weight. The kittens can fit through the little cut outs on the side. My grown cats Have no interest in it.
