No these mediums can only be used with oil paint. You could trying using an extender or blending medium specifically made for acrylics to get the blend-ability of oil paints but it still will not be exactly the same as Bob Ross' technique.

can you use liquid white with water mixable oil cooler paints?

These liquid base coats are used with oil based paints and work as a medium.

So I accidentally canceled my order is their any way I can get it back or I have to order it again ?

I would suggest to ask them, if it was cancelled , just reorder if so.
