How does the base connect to your PC and mobile phone? Is it bluetooth or hard wired?

Hard wired. We also use the Plantronics apc-43 he’s cable with our Cisco phones so there is no lifter involved. Hope this helps.

Do i have to purchase the handset lifter with the headset savi 8200? or will the 8200 work without it?

If your phone has a dedicated jack for the line that connects directly to the headset base unit and a button that allows you to select the headset, it's not necessary to get a handset lifter. I don't need a lifter because my connects directly and has a headset button that activates the headset. The receiver stays where it is all the time.
