Q: Could these be used as sunglasses, and are the bottoms sealed enough that exhaling from a mask won't fog them up?

To answer your 1st question yes, they can be worn as sunglasses, and your 2nd no they dont really seal

Q: If i use a portable spot welder to weld 18650 batteries will this glasses work or for spot welding batteries this glasses are not needed?

I use them for torch cutting steel at 6000°... honestly I am pretty sure the lenses will be too dark for you to see on the electric battery welder. You will probably only need a pair of sunglasses if you are doing a bunch of them. If just a few I would just close my eyes as I hit the switch to tack once in place.
