If the uv light goes out and i don’t replace it, will the pump and filter continue to function? is the uv light necessary?

Yes, the operate separately, but if the bulb goes out it stops killing the bacteria and your pond will get green quick. It is all meant to work together to keep the good bacteria and limit/stop the bad. Without the UV it's just a great filter system.

How tall does the fountain part get? I mean, how far below the water can the pump be for the fountain nozzle to reach the top of the water?

About 23" or so. I have this pump in a 125 gallon pre form pond. It comes with sections that you put together to customize the height.

what do I need to go with this....any tubing?

Bought 6 mos ago and still goin strong. No tubing needed but I recommend some extra filters
