I dont have the costume at hand to measure, but it did fit a 7 year old boy. Not sure if thats helpful.

Yes, you can. There's an opening at the end of the palm where you can take your hands out.

Does it leave the legs bare? ie will I need to buy leggings to go with it?

No. there is no leggings with it. I just popped a black joggers underneath.
