It does not. Just press the button to turn it on and off.

can I use this to make a scrambled egg?

I never eat scrambled eggs. What I remember from being around people who do while they were preparing scrambled eggs, I cannot imagine why the mixer would not work for scrambling eggs. I use it to mix powders for morning drinks. What I see about the flow of the mix and how strong it is I cannot see how eggs would be a problem. I don't know what would happen if you added other things to the eggs but the eggs themselves don't seem too thick to be thoroughly mixed.
