I bought the Rugged Ridge 11238.07 License Plate Mounting Bracket for Hawse Fairlead on Amazon. It works well. Super tight fit.

Will a Warn Zeon 10s winch fit in this bumper?

Yes it will, assuming it is the new design form them. They were making a change to the handle on it. If you happen ot get an older design one you just need to put a small washer under each mounting point on the winch.

Will this fit with my 2021 gladiator rubicon fog lights and skid plate?

Yes it will. I have the bumper on my 21 Mojave and its a great product and good customer service.
