What unit are these measurments? a 25.5 inch chest would be xx small ! (i am a l to xl, [42" to 44" chest size] )

My husband is a large and it was pretty big on him. Not sure of the measurements, but I think a large to xl should fit fine.

Size chart numbers appear to be incorrect / not in inches? i am male 5' 4" 160, waist 34" i can't tell what size i should buy.

Bought for male, 5’10”, 140lbs. Size large fits perfectly.
