Q: Has anyone been able to get this to work with Windows 10? I downloaded "the" driver from Cisco's website but it doesnt work

No drivers required just look to see what com port this was assigned and use that from your putty session.

Q: The description does not specify pin out. Is this a rollover console cable?

This is just a mini USB console cable. So you can ssh into your router or switch. Very easy and no drivers needed.
