Can I swap upright bars so the swivel wheels are at the back of the kart?

I believe you can. If you look at the detail pictures in the listing (3 and 4 in particular), you can see that the bars are bolted on. You may be able to simply bolt whichever bar you want to whichever side, although it doesn't explicitly say that in the instructions.

Can the load be raised and bring down?

No, the arms are set at a fixed height. The arms fold down, but that is ease of transportation.
