What is the seat leaning forward when the seat is on correctly?

I had 3 of these chairs that were great. Then the 4th one was constructed differently and the back definitely leans more forward. It is no good! The parts that comprise this 4th chart are very similar but not the same as the previous 3. Why the change?!!!

I feel like this chair tilts forward. Is there a way to adjust this?

I just got this chair and I checked and the front sign is on the front, my chair definitely feels like it leans forward. It's very disorienting. I put a step stool under my desk so I can put my feet on that and lean back a bit. But I am short.
