Q: In what country are these made?

Some are made in the us and a few are made over sea

Q: I can't twist the locking mechanism to secure it. It appears to be stuck. Does anyone have any advise on how to fix it?

I would put a rag around the nut and try and turn it with a pipe wrench. I know when they get dirty/rusty that works but unsure if yours is unused

1.5 lbs but don't buy unless you are going to use as a shovel only. The shape of the handle makes it impossible to use as a pick.

No but the shape of the handle makes it useless as a pick.
