Is this dry matte or glossy? Some say Matte others say gloss..

I only opened one or two colors because I was disappointed with the dullness of the colors - and that was months ago. But I would say probably closer to matte, although, I think it may also depend on what you are painting on - fabric or ceramic or canvas, etc. I only gave them 3 stars, but that is because I was looking for vibrant colors for children's projects.

Is this a matte or gloss finish?

Gloss finish, it makes that shiny affect when light hits the paint.

Will these paint set work on rocks for the flower garden and stay ok after rain wash off ?

If you seal them, probably not.
