No... There is a small plastic wire. I ended up hot glueing it to a headband. I couldn't make the plastic wire hold the horns where I wanted them.

is it easy to paint for other cosplays ? Is it stable? will it fall of ?

I would think you could easily paint them. My 9 year old wore them for a 35 minute play. I secured them with 6-8 bobbypins and they held up pretty well. Although the horns started slipping down a bit towards the end of the play

Are these flexible? Like, could they bend and spring back into shape?

Not really. They have a little bit of flex, but if you bend them too far they'll tear.

So, does the elastic go under the chin? Pleas explain how to use these. Thank you!

The elastic band can go either under your chin or around the back of the head. It would also depend on the placement of the horns on the head.
