Q: What is the manufacturing country?

Originally these were made in England - the ones I have recently bought are made in China.

Q: What is a "cork" placemat?

This type of placemat is rigid. The bottom is made of a layer of cork. The top, which has the design on it, is some sort of laminated board. I don't know the material. There is a durable glossy finish on the surface that is resistant to liquids and cleans easily.

Q: One person said they have a chemical smell does anyone else think so?

I haven't noticed any smell and I have 4 sets of Pimpernel placemats. I haven't actually put one right up to my nose and inhaled, but sitting over them I can't say I've smelled any chemical odor.
