No the cooler does not come with the basket and divider. I ordered the cooler, basket and divider directly from the manufacturers website and it was cheaper for all three.

can you freeze the removable divider? if not, why is it filled with some sort of fluid

Yes u can remove the little basket and divider. i am not satisfied with that cooler honestly. igloo marine does the same job for half the price.

What are the outside dimensions?

Dimensions are 27 1/4 inches wide, 17& 1/2 inches tall & 17 inches deep.
