Yes they will work with your Simpson 3100. I have a Simpson 2800. The extensions are well within the operating pressure of your 3100.

What is the diameter of the tubing?

outside diameter is 0.5 inch. Inside diameter is around 0.25 inch.

Will this fit a black max 2800 psi?

It should - standard connections. I have three pressure washers -Teande, TroyBilt and Greenworks! Fits all three - no leaks
