Q: What type/size screws should you use? Are these masonry screws for brick/concrete? Can use on outside of home?

Unfortunately, you can't use masonry screws with this, as the holes are too small to allow even the smallest of those. But if you can get small sheet metal screws to stay in concrete, those can work.

Q: How is this attached to the wall?

I used epoxy to attach it to a concrete wall. Still attached about 6 Months later.

Q: Description says "the two pegs are removed". The order I received had no pegs, nothing holding the halves in alignment. What pegs?

I did not receive pegs either. Probably out of date instructions. I just aligned the cross hairs with zero, taped the two halves together, then epoxy to wall, then remove tape when epoxy dry. You can also use tape to adhere to wall while epoxy dries.
