Could I use it to pump water out of a large fish tank into the sink?

Yes, as long as it is sitting outside the tank.

Would this be able to pump water from a large rainwater tank in order to irrigate a poly tunnel soaker hose irrigation system?

I use the pump to transfer water from a pond to drain (2m3 per hour). If your hose irrigation system needs less then 2m3 per hour then it should fo the job. If your irrigation system a spray system not sure how far the spray will travel.

Does this require pressure to work? Im intending to use it to pump stationary water from a barrel into another barrel. Thanks

The pump needs to connect to DC 12V power. It can use to pump stationary water
