Does this light the fire or do I still need a chimney?

The BBQ Dragon is just a variable speed fan that'll greatly increase air flow to your combustibles. i.e. no heatYou don't need the chimney but it would certainly speed up the briquette light time.

Why do you advertize "no more lighter fluid" when the instructions still say you need lighter fluid? I returned mine after reading that those "harmful chemicals" were still needed to light the charcoals

Gosh I hate to hear you returned yours because we have one and I NEVER use lighter fluid. I agree with you about those harmful chemicals and don't want to use them either. While I can't speak to the instructions (I threw them out) I can say with confidence that you will have absolutely NO trouble starting your fire without the use of lighter fluid using the BBQ Dragon. Reorder, you won't regret it.

I have to be missing something here, please explain how blowing cool air at the coals ignites them ??

Blowing air at a piece of coal won't ignite it.You light the coal then use this to blow air on it. Adding oxygen to a fire makes it burn hotter. Fire needs air to burn. If you blow on a burning coal it will get more air and burn hotter.

how noisy is it? Im looking for a small adjustable portable blower to use in art projects would this work or is it loud like a blow dryer?

It definitely has an audible whine (that gets louder as you adjust the speed up) so the following statement does not suggest that it is quiet: It is quieter than a hair dryer.More importantly, I don't think this is what you are looking for to dry an art project. This is more about the volume of air and less about the velocity. It doesn't actually move air that fast, it's about providing fuel/air to a fire.
