Yes it's cut out. White is the cut out portion and the black is the sticker. So whatever the color your sticking this to will show through

Will it contour to a helmet with out wrinkles?

It can/will follow the curve of a helmet. Just have to finesse it a little so it doesn’t wrinkle.
