Does the app need to be open at all times for it to work?

It depends on what you mean by open. If the app needs to be active, yes. You need to have Pokémon running in the background for it to work, do you need to be playing for it to work? No. You can do other things on your phone or lock it and put it in your pocket but the game itself has to be running in the background.

Can it use any pokeball?

Unfortunately no. Only regular Pokeballs.

How to turn on pairing on the all black one. Mi e will not pair.

Turn it on, and then go into the app to try to pair it. Start the process in the app (top one in app is left button, bottom is right button), and TAP the proper button ONCE. The rest is handled in app and on your phone.
