My model train layout has a bunch of mini-led lights. they are expecting 12v dc. will this work for this application?

I would expect the mini-LEDs have a low current draw, so this will probably work -> 12V DC 2Amp output. The screw terminal adapter may make it easy to wire in.

Do they get very hot say burn to a fast touch?

these operate at the same temperature as your Modem or switch power supply for your computer. just warm not hot. Remember, do not overload them 2 AMP MAX.
