Yes this size of tarp will cover your size pool just remember this a tarp not mesh cover this tarp will hold water when it rains.

Q: can I use this cover for an inground pool wihout water? its got a ripped liner, and needs some protection from the winter.

The cover probably isn't big enough to cover an empty pool. Suggest getting the liner patched if you're worried about more damage to your walls and floor.
