Will this backpack work as carry on when flying?

Hi there, the dimension of TUBU 6081 CAMERA BACKPACK is 13.7x 10.2x 21 inches, as I checked the carry-on baggage restrictions of US domestic flights, like DELTA, United, Jet Blue, NorthWest flights, they both required baggage must meet carry on size limits 22" x 14" x 9" , and baggage may not exceed 45 linear inches in combined length, width and height. I am not 100% sure due to each flight has different carry-on baggage restrictions, but I think it conforms with most of baggage rules of US domestic flight.
