Would these work on a wheelchair?

I say Yes, perhaps utilizing 2 gear hooks would be more prudent, hook on each side could hold up a basic wheelchair, weighing ~ 40 pounds.

How much weight can these hold?

An individual Gear Hook can hold about 50 lbs.

Won't shock cord wear out rather quicklly being under load? I'm suprised static cord wasn't used.

We actually initially designed them to be used with Paracord, but found shock cord to be much more functional during the testing phase of our design. The Shock Cord we picked is quite thick and can lift 50 lbs easily. We do not have extensive testing on them wearing out over time under load, besides having ~50 packs in our office for the last year hanging and they are fine. When doing pull testing, the plastic will actually break before the shock cord.

Will this work on a high school bathroom door to hold up a backpack?

I checked, these work great on a 1 3/8" thick interior door. (of course, you can't close the door) Yes, they should work fine on a bathroom stall door.
