What is the and why I need one - Antibacterial and antimicrobial filter cartridge centralizing ring.

The short answer is that the ring when put on the filter material centralizes the filter to allow you to assemble the two parts of the filter without damaging the filter material. Don't do what I did, threw it away thinking it was packing. Have had to buy a replacement from eBay for £2.50!

How does it connect to 15mm pipe

3/4 or 1/2" screw fitting on the housing are standard fittings and you can get a Plumb-Pak PF11 15mm x 1/2-inch Male Compression Straight Coupler from amazon. use a lot of Teflon tape on the thread to stop it leaking.

Is there any reason why you can’t mount this horizontal?

I think this is designed to operate in a verticle position ,if mounting horizontally I suspect you might need extra support as when the filter is full of water it could be heavy at one end . You may be better off looking for a filter that is designed to be mounted vertically or contact the seller and ask the same question .
