where are the size charts for this item??

I'm not sure, but for me these are about average to the size I usually order. I normally wear a 10/12 or large. I'm 5'5", 160lbs. and I ordered a large. I found them to fit fine and be comfortable. Hope that helps.

Is there a hidden thin band of elastic at the waist?

Yes, there is an elastic waist. It stretches about a few inches. There is a ribbon tie/belt that goes through the waist/elastic band.

What is the inseam measurement in inches please?

depends on what size you ordered. I have a large, and it's about 22". I can tell you that I'm short waisted and have trouble finding pants that fit good thru the stride without me having to roll the waistband over. I also have a thick waist, and absolutely love the knit waistband!! These fit great, and are very comfortable. Ended up buying a few colors.
