Can you store in garage with this cover on?

Yes you can store it in the garage. Do not use a generator in a garage. Use generator in an open well ventilated area.

does this reduce noise?

Truthfully not much but I wouldn't let that stop you from purchasing it. It does muffle some of the sound that would normally radiate from the top and sides but the problem is that most of the sound comes from the exhaust. Obviously the tent is open by the exhaust. I haven't had my Westinghouse generator long but I can tell you mine isn't very loud compared to other generators I checked out. We had storms a month ago that knocked out our neighborhood power. Some of my neighbors generators were so loud I could hardly sleep but this Westinghouse is maybe twice as loud as an outdoor air conditioning unit. The tent itself is very well made and would keep the generator dry even during heavy snow or driving rain. Even better it is really easy to put together. Hope this helps
