Can this be used as a personal item on a plane to store under the seat ?

Yes! It definitely depends on the airline however. I used mine as a personal carry-on item but I put it in the overhead bin. If you don't pack it too full it will easily slide under the seat in front of you.

How rigid is this bag? Does the bottom hold a flat shape, do the sides stay up on their own?

I haven’t used the bag yet, but I can say that the sides of the bag does not sit up on its own. The bag has good space and the organization of the pockets are nice. The bottom has a separate zipper pocket for your shoes will probably hold 3 pair large shoes.

How many inches wide is the Trolley sleeve?

The trolley sleeve strap is between the seams for the handles so it’s limited to size. It’s about 7.25 inches
