Is this adesive on both sides?

Yes, the adhesive is located on both sides. Please note, the adhesive is very tacky. You cannot reposition the adhesive once it touches a surface. It will clump up if you try to reposition it.

Could I use this to install wall tiles?

I wouldn't recommend it unless the tiles and the surface the tiles are sticking to are perfectly flat. You could probably use 3M VHB though as the adhesive is about as strong but has a foam backing that deforms.
