No they are not individually wrapped, they are just in the box all together.

I just received these and they do not light up. I pulled the tab out but doesnt work. Could the bstteries be dead already? It spins but doesnt light u

I had the same problem. I found that if you get them going really fast they will light up. This is most likely for a child and getting it to go fast will be difficult for them. I sent mine back.
