Can this be used in place of a cover?

We use it with a cover on our spa. Helps to retain heat. Without a cover it could be a safety issue as well.

Does the wind blow the solar blanket out of the spa easily?

Yes. The blanket is very lightweight and easily catches the wind. I use a binder clip to keep mine attached to the cover, eliminating the problem.

Bubbles up or down ? Or does it matter.

I dont know that it matters too much but bubbles down. I believe that lets heat circulate under the sheet and remain contained. Just my thoughts

Does it have a chemical smell?

No smell. Cut to fit inside of spa. Works great! Keeps spa hotter at (105) than actual heavy cover lid that we had before.
