Q: what are these made out of?

74% Polyester, 22% Nylon, 4% Rubber

Q: Do these stretch enough to fit someone with wider than average calves and not cut down on blood circulation?

They would fit. But what I would say is they do fit very snuggly and I could see them being very tight on larger calves. I am 6’ 205lbs. So pretty average size. I love the socks. Best I’ve owned. It may be worth trying them out though. Hope this helps.
