Will it work for pine needles without getting clogged like a regular leaf rake?

Yes, but if you flip it over and pull it towards the needles easily slip out of the tines. Works well in high grass. It may not get all of the pine needles, but gathers more than a regular leaf rake.

Is this the rake I use to prevent wildfires?

Is there a trick to getting the handle far enough in so you can use the included screw and anchor, which I assume get tapped through the holes?

WD-40. Also draw a straight line with sharply from hole on handle about 3" up the handle and set handle next to rake head with the two hole side by side and draw a line opposite way threw the first line to give you your depth. Now when you slide handle in you have a reference so you not twisting it around look for hole to line up.
