Not totally, however it is very smudge proof and will survive a few tears as long as you don't rub it. Also, it doesn't melt in the sun. It has a great brush..easy to use.

Yes, this item arrived well packaged and sealed in its own specific pack. I know that I will be ordering again as I cannot get this now anywhere near me.
