Q: Will this fit a thigh that is 22” around?

This will not fit a 22" thigh, they should offer this product in various sizes.

Q: Can this be returned if it doesn’t work right?

It has a short return window. I'm stuck with a brace I bought for someone else who decided it wasn't for her. It's not comfortable and it's too bulky to wear under or over clothing.

Q: Is this the best brand? The quality of how?

This product is not bad, But if you're looking for a more professional brand, you can go to 𝘣𝘦𝘴𝘰𝘤𝘬/𝚌𝚘𝚖 , I bought it. The quality is indeed much better.

Q: Does this offer support for patella during workout my knee is giving out during back lunges??

I don’t recommend this for workouts. It provides a lot of support and is pretty thick. I don’t think you would get the flexibility you need. It’s great for walking though.
