Yes, you need to use a harness. Make sure to always hook the dog seatbelt to the back of the harness, because hooking it to the dog collar can cause serious injury to the dogs neck or death in the event of a major car collision. Depending on the weight of your dog, these dog seatbelt don’t always stay attached if the dog is large/heavy. Also, don’t put your dog in front passenger seat, because if the airbag deploys on impact, it can cause major injuries to the dog. Hope this helps!

Is this crash tested?

I don't know about that. I do know the clasp that clips into the seat belt didn't work for me. I bought one that goes over the headrest. This worked so much better.

I bought this, and the buckle will not release. Any tips?

The buckle fit my seat belt clip perfectly. I have an older car 2013. I had no problem getting it to release (same as a my regular seatbelt).
