It's about 3 7/8 inches from where the textured grip begins and ends. They are about 6 5/8 inches total length.

How do you use this to help an ingrown toenail?

I use it going down the side of my toenails.

Is the file sharp enough to reach the bottom part of the nail? (My ingrown nail is located pretty far down on the nail)

The file reaches from the top of my big toenail to the bottom (by the cuticle) with a little to spare. I would estimate the file to be close to an inch long. Hopefully it will work for you. I love these tools!
