Doesnt say interior or exterior on the tin, so which is it?

The front design of the tin I received is different to that of the tin in the Amazon photo, possibly a more recent design, and it says: ‘For damp interior walls and ceilings’.

Can this be used behind a flower bed

Not sure what you mean if you’ve got a damp wall this paint seals it in can’t see why it won’t work the other way !!

How long does it take to dry

In a standard, warm room, allow around 4 hours at least. If cold, or very damp, allow longer. If wall feels dry to touch, and not crumbly, it should be ok to paint on top, or put plaster over affected area.
