Nothing to do with the phone ringing! The other reviewers mean that the device makes a ringing (buzz) sound whilst it's charging i.e. a physical noise from the unit itself. This is common in power supplies, especially when the mains power from the wall outlet is 'dirty', or the device itself has cheap electrical components in its circuitry.

Will the lightening connector charge the iPhone 12 pro max with a case on ?

I’m not sure about the iPhone 12 pro max but it works well with my I phone xr with a tough case on.

Does this charge AirPods?

If you have wireless charging AirPods then yes it would, alternatively you could charge through the USB port at the rear for older models
